Every year, the Home Office publishes official figures on football-related arrests and banning orders across England and Wales. The latest full-season data covers the 2024 – 25 domestic football season, and the picture it paints is stark.

According to the Home Office:

• There were 1,932 football-related arrests during the 2024 – 25 season – down 11% from the previous year, but still nearly 2,000 incidents across regulated matches.
• 50% of all regulated matches (1,583 out of 3,090) had at least one reported incident of violence, disorder, anti-social behaviour, or harm – an 18% increase on the season before.
• High-severity incidents rose by 38% compared to the 2023 – 24 season.
• The most common offences were public disorder (32%), violent disorder (22%), and possession of Class A drugs (19%).
• There were 2,439 active football banning orders in force as of June 2025 – the highest number since 2013.
• Hate crime was recorded at 420 matches. Missile throwing was reported at 363 matches. Pyrotechnic use was recorded at 319 matches.

These are not fringe incidents at lower-league grounds. They are happening across the top six divisions, at European fixtures, and at national team matches. The numbers confirm what security professionals already know: crowd management cannot be treated as an afterthought.

When It Goes Wrong In Front Of The Cameras

In January 2024, the FA Cup fourth-round tie between West Bromwich Albion and Wolverhampton Wanderers at The Hawthorns was suspended for 38 minutes after serious disorder broke out in the stands. Disorder escalated in the 79th minute, shortly after Wolves scored their second goal. Missiles were thrown onto the pitch. Fans spilt onto the playing surface. Players left the field. One supporter was taken to hospital with head injuries. West Midlands Police made arrests on the day, and the FA launched a formal investigation. West Brom were later fined £30,000 and given a warning, with an independent panel finding that the club’s security planning had fallen short in several significant areas – including how it handled pyrotechnics and the presence of away fans in home sections.

West Brom captain Jed Wallace described the impact on his teammates: “A lot of the players were distressed because that’s where their families sit.”

That is what poor crowd management leads to. Not just arrests and fines. Real fear, in a stadium, for the safety of the people inside it.
